On multiplayer missions if you garrison inside the Pentagon it allows you to build Navy SEALs, and if you garrison inside the Kremlin it lets you build Yuris. By the way, I'm referring to CPU opponents, most humans don't give up that easily. I suggest building harriers en masse to do the job. If you do this they will simply sell everything else and give up. To win any mission easily and sucessfully, all you have to do is to destroy the enemies key structures (construction yard, barracks, war factory, etc.).
